Sharon is the founder and president of MOMSTELL, Inc. a parent advocacy organization she formed after the drug overdose death of her 18 year old daughter Angela. She also created the MOMSTELL website to expand the reach of joining concerned parents, family members and loved ones together to educate, support and unite everyone impacted by substance abuse/co-occurring issues as well as improving drug treatment, education, legislation, and policy issues. Mrs. LeGore has worked on many drug and alcohol policies, state budget and legislative issues for Pennsylvania, including legislation to create the first state-wide Parent Advisory Council for substance use disorder issues. Sharon has served on many state committees, currently serves on the York County Governance Board for the PA. System of Care and just finished a three year term as co-chair of the Pennsylvania Children’s Advisory Council.
Mrs. LeGore is an independent consultant working on substance abuse family involvement issues for the Substance Abuse and Mental Health Services Administration’s (SAMHSA). Sharon is the co-director of the National Family Dialogue for Youth with Substance Use Disorders. She has consulted on family involvement issues for the Center for Substance Abuse Treatment (CSAT) including working with numerous CSAT grantees. Sharon is a published author including reports for MOMSTELL and SAMHSA, as well as journal piece, issue brief and several additional articles. She is a national speaker and also serves on the Parent Advisory Board for the Partnership for a Drug Free.org.
Sharon’s heart and passion for helping others impacted by substance abuse/co-occurring disorders is evident in her advocacy work. Creating support systems for parents and family members, a network system to share resources and educational information and promoting family involvement in substance use disorder program, practice and policies is also a deep seeded personal goal.
Debbie Fowler, Vice President

Deborah Fowler is the founder and President of Remembering ADAM, Inc. a non-profit substance abuse education organization. Deborah founded Remembering ADAM, Inc. to create environmental prevention education that would reach a large range of children, adults and communities. Deborah has helped develop numerous prevention programs that are successfully running in numerous school districts in Pennsylvania.
Mrs. Fowler has worked with Cambria County Drug and Alcohol as a contracted prevention provider for the past eight years. She has served on numerous boards and committees including the Cambria County Drug and Alcohol Advisory Committee, MOMSTELL, Communities That Care, SHIP Collaborative Board, Pennsylvania Drug and Alcohol Coalition Technical Advisory Committee and the National Family Dialogue.
Deborah is an advocate for substance abuse legislation. She has testified at legislative hearings in Pennsylvania and was instrumental in the passage of HR 585 and House Bill 28.
Mrs. Fowler and her husband have owned Fowler’s Pharmacy for the past thirty three years. Within this capacity, she supports and advocates for legislation to create a data base run in real time to eliminate excessive dispensing of narcotics and to eliminate doctor/pharmacy shopping by individuals seeking narcotics.

Shannon CrossBear is a beautiful, powerful, spiritual Ojibwe /Irish woman whose purpose is to demonstrate and promote gentle healing. She expresses her commitment to healing through her work in the world. Through her business, Strongheart Resource Development, that work has included facilitating and consulting with the National Indian Child Welfare Association, the Federation of Families for Children’s Mental Health, Georgetown University and participating in the Surgeon Generals Conference on Children’s Mental Health.
Ms. CrossBear has worked with the National People of Color Leadership Institute in the development of cultural competency and the celebration of the strength inherent in our diversity. She was a co-founder of the Holistic Health in the Heartland Midwest Conference that laid the foundation for the bridge between western modalities and complementary medicines.
Shannon is currently co-director of the National Family Dialogue on Adolescent Substance Abuse Disorders, a member of First Nations Behavioral Health Association and the Society of TRUTH (Tribal Families Rural and Urban Healing Together) and the Partnering with Youth and Families Committee for the National Child Traumatic Stress Network.
Health issues within Ms CrossBear’s family of origin and community cement her commitment to improving conditions for children. As a survivor of a child who completed a suicide, her sensitivities to the needs of families are paramount in her work. Moving policy to practice through the use of evaluation, research and performance measurement that accurately reflects the voices of families and communities is a part of her personal and professional mission.
